Research, Visits and Public Diplomacy (RVPD) Officer

The Department of Foreign Affairs and Trade (DFAT) Office of the Australian Consulate-General Shanghai is seeking applicants to fill the following locally engaged position:

 

  • Research, Visits and Public Diplomacy (RVPD) Officer​ LE4

 

The above position is open to Chinese and Australian nationals.

 

The successful applicant will be offered an initial fixed term contract of 12 months with the possibility for extension and are subject to a probationary period.

 

The annual basic salary for this position is CNY 174,048.6 plus the employer’s social security contributions. Where the successful candidate is an Australian national, he/she will receive an allowance in lieu of the employer’s social security contributions. Australian Superannuation Guarantee Contribution (SGC) will be deducted from the allowance for an Australian tax resident.

About the Australian Government’s Department of Foreign Affairs and Trade (DFAT)

The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally.  This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high-quality overseas aid program and helping Australian travellers and Australians overseas.  The department provides foreign, trade and development policy advice to the Australian Government.  DFAT also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.

 

About the position

Under direction of the Research, Visits and Public Diplomacy (RVPD) Manager, the Research, Visits and Public Diplomacy Officer undertakes political, economic and trade research, as well as arranging visit programs. The position also assists with implementing the public diplomacy program. Some out-of-hours work may be required.

 

The key responsibilities of the position include, but are not limited to:

  • Undertake political, economic and trade research on key developments in east China of relevance to Australia’s national interest.
  • Arrange meetings and prepare visit programs – including for the Ambassador, Consul-General and other staff, as well as high-level and senior visitors from Australia.
  • Coordinate and prepare briefings and reports. Take notes and prepare records of conversation as required.
  • Assist the implementation of a coordinated public diplomacy strategy to increase public understanding of Australia, including preparations of speeches, events and social media engagement.
  • Cultivate and strengthen strategic relationships, negotiate and liaise across a broad range of stakeholders including business, universities and government departments.
  • Represent and promote the interests of Australians at a range of forums, events and meetings and provide advice on Australian participation, operational and policy issues.
  • Other duties as required, including assisting with interpretation/translation.

 

Qualifications/Experience

  • Excellent research and writing skills in both English and Chinese Mandarin. Demonstrated ability to work independently to research and produce high-quality written reports within tight deadlines.
  • Strong organisation and time management skills. Ability to multi-task and reprioritise in response to changing requirements.
  • Demonstrated understanding of China, including the economy, political institutions, society and culture, and of the bilateral relationship with Australia.
  • Strong interpersonal, teamwork and communication skills and the ability to develop a broad network of relevant contacts.
  • Demonstrated ability to work in a cross-cultural team. 
  • Demonstrated ability to take initiative, recognise opportunities for improvement, and implement change.
  • Advanced use of the Microsoft Office suite of programs, especially Microsoft Word, Excel and Outlook, and the ability to use databases and undertake internet-based research.
  • Fluency in English and Chinese Mandarin is essential.
